Halong Aphrodite Cruise catches fire

According to a reliable information, the luxury cruise ship in Halong bay suddenly caught fire on the pier at Tuan Chau Island (Halong Bay, Quang Ninh) makes a lot of visitors jumped into the sea to escape the boat on fire.

As the newest update, the cruise’s name is Aphrodite Q6299 (Aphrodite Cruise). The fire started at 11:00 AM, May 6th. The Police in Quang Ninh Province is mobilizing forces to fight the fire.

Talking to reporters, representative of Aphrodite Cruise confirmed that the fire was moving to whole cruise but all passengers are in the safety condition now.

According to the chairman of Quang Ninh Fire Fighting Department, the cruise’s captain said that the cruise is on fire while delivering passengers to the harbor.

After receiving information, the Fire Fighting and Prevention Department in Quang Ninh Province mobilized 30 polices to the scene to fight the fire. They used the small boat to evacuate all of the guests on cruise, then use the megaphones to rescue all boats/ships around this area to prevent the fire from spreading.

The total people number were rescued are 37 people, including four staves on board and one captain.

Over 12 hours, according to police of fire fighting department, the fire had completely destroyed almost the cruise, the water spills inside causes the shipwreck.

At 12h30, Vice Chairman Ho Quang Huy of Ha Long City said that he had just returned from the scene. The incident injures 3 tourists but not really serious.

“The Quang Ninh Province will begin the investigation to find out the cause of the fire,” Huy said.

Ministry seeks to remove anonymity of Vietnamese rice

The Ministry of Agriculture and Rural Development has submitted a plan to the Government that seeks to develop a Vietnamese rice brand name by 2020.

For long now Vietnam has been one of the top three rice exporting nations, but it lacks brand names that are known in the global market, the ministry has said in its proposal.

Around 90% of the country’s rice exports comes from the Mekong Delta.

Last year, delta provinces exported 3.2 million tonnes of high-quality rice, accounting for 52% of total exports and 44% higher than in 2013.

Customers in the EU, North America, Asia, and Africa have increased import of Vietnamese rice thanks to good marketing.

But the ministry points out that Vietnamese rice varieties face challenges when trying to enter quality-conscious markets.

Inconsistency in quality and poor hygiene are two major weaknesses besides lack of international distribution channels.

The project stresses that creating a national brand name for Vietnamese rice is essential and possible.

The task will be done nation-wide but with a focus on the Mekong Delta. It is planned to implement programmes to create a national brand name at three levels: nation, region/locality and enterprises/products.

The brand names will be built with authorities ensuring quality seeds are used, the cultivation strictly follows quality norms and the processing conforms to quality and hygiene standards. Popular global sustainable development standards will inform every stage of the production.

Regional brand names will be developed based on products typical to a region.

The project notes that a strategy to develop a national brand name for rice should focus on two issues: identifying quality-conscious markets like the US, EU and Japan to export high-quality varieties and retaining traditional markets with medium-quality rice.

The value of medium-quality varieties can be given a boost by setting up direct distribution channels and marketing.

Int’l delegates participate in friendship spring tour

Over 200 delegates and representatives from embassies, diplomatic corps, international and non-governmental organizations in Vietnam, as well as central and local agencies took part in the 2015 Friendship Spring Tour on March 21 in the districts of Quoc Oai and Phuc Tho of Hanoi.

Jointly held by the Hanoi Union of Friendship Organizations (HAUFO) and the Vietnam Union of Friendship Organizations (VUFO) to enhance people-to-people external affairs, the annual event popularizes the country and city’s historic sites and landscapes. Thay Pagoda (Quoc Oai district) and Hai Ba Trung Temple (in Hat Mon commune, Phuc Tho district) will be two destinations this year.

At the event, Moroccan Ambassador to Vietnam and Head of the Diplomatic Corps El Houcine Fardani held that the program would create a good chance for foreigners living and working in Vietnam to learn more about Vietnam’s cultural diversities and heritages. He believed that the activity would contribute to tightening mutual understanding and building a cultural bridge between Vietnam and foreign countries.

Vietnam to be more active in int’l efforts to respond to climate change

Vietnam should play a more active role in international efforts to respond to climate change, instead of just calling for assistance from international organisations, said Minister of Natural Resources and Environment Nguyen Minh Quang.

In an interview granted to the Vietnam News Agency on prioritized response programmes in 2015, the minister said responding to climate change is both an urgent and long-term task for the country, citing forecasts that Vietnam is one of the 10 most vulnerable countries to climate change by the end of this century.

According to the minister, the Mekong Delta—the nation’s largest rice granary— is among the three deltas hardest hit by the phenomenon, while climate change is also directly affecting 28 coastal localities and the Red River Delta.

The National Committee on Climate Change Response, headed by Prime Minister Nguyen Tan Dung, and relevant agencies have built strategies, plans of actions and national target programmes to realise the Party Central Committee’s Resolution 24-NQ/TW on responding to climate change and strengthening natural resource management and environmental protection, Quang said, adding that the National Assembly also issued a resolution on climate change adaptation in the Mekong Delta.

The minister highlighted the need to adjust climate change response scenarios for vulnerable localities until 2100, given the unpredictable climate developments, citing Ben Tre province where the sea level is rising at higher-than-predicted rates as an example.

He shared that through support from international organisations, Vietnam has carried out several effective adaptation models in Quang Nam and Ben Tre provinces, which will now be expanded to other localities.

Priority will be given to projects and programmes preventing erosion by planting protective forests, upgrading sea dyke systems, and addressing flooding in Hanoi, HCM City, Ben Tre and Ca Mau.

Vietnam will also actively participate in international conferences on climate change, including the 21 st United Nations Climate Change Conference (COP 21) to be held in Paris later this year, he said.

Minister Quang emphasised the essential role of the community in the nation’s policies on climate change response, stressing the need to raise public awareness of climate change responses, heighten the sense of social responsibility, and incite the involvement of every person and organisation in the initiatives.

Greater attention is needed in enhancing disaster forecast and warning capacity to mitigate disaster impacts, he said, adding that the State should also allocate more budget funds for issues related to climate change.

External cultural strategy of Viet Nam until 2020 announced

The Ministry of Culture, Sports and Tourism held a press briefing to announce the cultural strategy for Viet Nam’s foreign relations until 2020 and the vision for 2030.

Accordingly, the key task until 2020 is to develop external cultural models and activities in a diverse and effective manner to highlight the Vietnamese culture through traditional cultural activities such as culture days, Viet Nam culture week, culture and tourism promotion festivals abroad, film festivals and international cultural and artistic events.

Additionally, the focus is on building a national cultural icon and a number of national brand of cultural products, exporting cultural products and services and creating the market share for the Vietnamese cultural industry in the international market.

Another task is to create favorable conditions for countries, international organizations and foreign cultural and travel agencies to introduce the country, people, culture and tourism of Viet Nam and launch cultural weeks and largest cultural events of different countries in Viet Nam.

In the period up to 2020, priority will be given to these tasks to be carried out in the countries that have maintained time-honoured relations and geographical proximity with Viet Nam like China, Laos, Cambodia and ASEAN countries.

The country will expand cultural activities with strategic partners in the Asia – Pacific region, Europe and North America as well as in South America and the Middle East and Africa.

In the period from 2030, Viet Nam will continue to bolster activities in the foresaid regions and in areas having a long geographical distance.

Addressing the event, Deputy Minister of Culture, Sports and Tourism Ho Anh Tuan said that the strategy is a sharp shift from international cooperation on culture to active integration into the culture.

He also emphasized that the Prime Minister allowed Viet Nam’s cultural representative office in foreign country to have a Cultural Counselor. This will be a major shift and a task of the cultural sector.

It is expected that Vietnamese culture will have new contribution in cultural life around the world and within the international community.

“Gout de France” is initiated by the world-famous chef Alain Ducasse (3 Michelin stars), and French Minister of Foreign Affairs and International Development, Mr. Laurent Fabius. It is inspired by the 1912 Les Diners d’Epicure (Epicurean Diners) initiated by Auguste Escoffier, a well-known French chef, in which one menu was served in different cities around the world on the same day.

In Viet Nam, 17 reputable chefs from Ha Noi, Ho Chi Minh City, Hue, Da Nang and Hoi An will join in “Gout de France” together with more than 1,000 chefs in various locations worldwide to prepare approximately 1,500 dinners with 1,000 menus. Each chef will cook a special menu with typical French cuisine including a traditional French aperitif, a cold starter, a hot starter, fish or shellfish, meat or poultry, French cheese, chocolate dessert, and French wines or liqueurs.

The participating restaurants will decide the cost of their menus and save 5% of turnover for a non-governmental organization in the country for public health or environmental protection.

Speaking at the press conference on March 11th, the French Ambassador to Viet Nam said that Viet Nam is one of the Southeast Asian countries contributing the greatest number of chefs in the event. He hoped the event organized in Viet Nam will be very attractive and impressive to visitors.

Mr. Le Vu Binh – a chef from Le Cafe Lautrec restaurant of the Hotel de l’Opera expressed that the passion for gastronomy encouraged him to join in Gout de France, a continental-scale event and he also hoped to promote the diversity of Viet Nam’s ingredients which help create delicious dishes in this event.
